Residents leave my city with 97% happiness, is this a bug or what?

and so, I created and completed my city Kolofost, I had 23 thousand-something residents, but suddenly they began to leave, although the percentage of happiness did not decrease. What's it?

Likely just upgrading buildings. Patience and you will build the number up. One was you can check is using the statistics menu. See if the TTT population is increasing or constant. If it is, thats a good sign, if it isnt maybe give a couple of minutes and then check.

The thing is, I don't have any houses below TTT that haven't been upgraded, but they're leaving anyway.

Then do you have a Discord? I just don't know how to convert images into http links, and http type links (as I understand it) are no longer used, but https is used, and by the way, I'm not an AI
