Why does Theotown have optimization problems at all?

What exactly do you mean with optimization problems, the game is quite fluid, or u are referring to the plugins? That is responsibility of the plugin creators and no one forces u to download poorly optimized plugins

And in other cases it can be the map design sometimes

One of the tip in theo town says turn of smooth zoom in settings to have a smooth gameplay

Some other ways to reduce lag is by :

Using maps of small size (not small as in game "size small")

Reducing traffic volume

Uninstalling unwanted plugins or not use plugins in a map
