Empty portuary zone

I recently had access to the Port Zone, but after many hours in game, there are no new buildings there. My first idea, is that this zone is a new addition to game, and is not fully developed, so, it could be the reason for this emptyness. Please, let me know if this is correct or I'm doing something...

Exactly, tunnels sometimes make the traffic escapes clean to a far location even below parks and crossroads, and invisible to people.

I vote for tunnels too, and I'm not talking about a subterranean Metro train, but a tunnel to cars, so It can be below regular roads to bypass traffic and maintain clean the above surface and it can be used for other objects, like parks, etc.
