When I place the high density zone it automatically converts to low density zone. No plugins and settings are default. I'm not talking about TTT buildings per se, just flats and stuff. Any help would be greatly appreciated ^^.

Title, basically. Any high density zone (in, ho, co) all instantly go back to low dens. It's very frustrating since I can't really get into high population numbers. All plugins off btw. Does anyone know of a solution for this problem? Thanks for reading btw ^^
