Well, as a PC player I can tell you that it is not enabled by default in any game modet, and honestly, I am not sure that you can activate it on PC. But if you do find it, that will be great...

No, these are static objects for decoration. I believe some of them if not all are in the game as traffic, but this plugin is simply here to add these vehicles as props you can place around the city for decoration.
