Wow, this list is correct :)

In addition, if we add national roads as buildable by user one day:
National country road and one way are level 3, while national highway is level 4

If you are doing tunnels, make it 4, so that intersections don't pop up above ground.. otherwise, 1, or 2 so that you don't mess up your highways.
