How often do disasters occur, i have never seen a disaster

Im pretty sure that fires are the only automatic disaster at the moment.

Riote and demonstrations can occur also.

Also crime in buildings, where if you send police, the building won't go dark.

Keeping of essential records like the vulnerable areas, likelihood of disasters occurring is very essential if we are to tackle the ever occurring disasters like landslides, explosion of oil tankers, collapsing buildings as well as earthquakes in the middle of others. Reliable as well as effective structures have to be in place, personnel properly trained as well as regular drills done so like to keep the population aware and ready.
