Itoikee City

Hi folks,
I would like to present my favorite city so far: Itoikee City
It was build on a random huge-sized map which I customized here and there.
Most of the newer content is missing because I finished the city some month ago.
The city was built in sandbox mode and, usually, I like to plop every building. However, some of the buildings, mostly highriser, I do allow upgrade on their own from time to time.

Yeah, I know.
It is a suboptimal way of creating a waterfront. The challenge is to get creative with what you have. But actually, I think it turned out quite ok.
Surely, I would like some real waterfront-tiles, but frankly, I don't really know how to work the whole plugin system. The codes and stuff are bit intimidating.

But I even don't quite understand how to get plugins from other users into the game. Do I just put them into the plugins-folder or do I have to make some other changes as well?

I know, I really shouldn't get greedy, but you don't happen to know about a plugin for soundbarrier-walls for highways, would you?
I've played Simcity4 for a long time and I dearly miss those highway-walls.

So, I've just looked at the pngs from your plugin in order to figure out how these graphics work.
I have some experience in PS and also did some pixelart a couple of years ago. So now I've painted six simple wall-pieces, 2 straights and 4 corners. I'm not sure about the ground texture and the shadows on the ground. Ideally, I would want the ground to be transparent so that the original grass texture in the game shows through. Do you know, if this is possible?
Also, I would need somebody to write a json-file for it. I don't have any clue how to work that.
