Actually, I was inspired by my prison raffic trap in Careote.
Red: prisoners work in the warehouses fulfilling orders for internet shoppers.
Blue: prison gates and housing.
Green: Guard housing and essential services.
Long spiral road ensures no free time. Lol
Rail overhead used by guards to oversee the area.

Don't raise taxes!
Tax rate of 20% on all residentials and industrial $ for fun caused population drop from 498,000+ at the time to 439,345 and a crash. Cannot load it, so will be progressing with Toiiol25. It is a copy of of the best previous version.

The reason has to do with the water calculation (which building is connected to which water network and gets water). For the calculation, some kind of list merging is needed to connect buildings of different networks which should be joined together. In order to do that I scatter some data for nicer results. That's done in the calculation of the target index:
The problem here is, that aSize (and therefore i) can get bigger than ~100,000. 100,000 * 100,000 is more than can be fit into a single int data type, so it results in a negative value (overflow) and therefore in a negative value for target. Calling Collections.swap then leads to an exception...
I never had in mind that such a big city is possible, but the fix is rather simple by using long-precision (64 bit instead of 32) for the multiplication:
I think that it's kind of funny that you also discovered that 32 bit precision is not enough for the money
