U can by many factor.

*Land shape- Go for land with rivers and seas with different biomes

*road layout- Make grids but not too long as it can cause traffic.

*segregate zoning - Dont mix skyscapers with low T residential. Keep them centeral.

*Extra details- Add military base, petrol station or any good airport

*not too much plugin- Disable unused plugin. It will boost ur game performance

*traffic fixer- Make highways on the centre or outside. Dont make too make freeways.

*trees- Fill ur area with some trees. It lowers pollution and boost happiness

This things keep in mind when building a city.
Hope so it helped u.

1)Use more of diagonal roads, diagonal houses.
2)If you're on sandbox and have Uber mode on, leave 1 tile on the side of roads for sidewalks and decorate it.
3)Use fixed buildings.
4)Fill the empty spaces between buildings with trees.
5)Decorate the roads with traffic lights, lane markings, crosswalks, etc.

And lastly
Use Google to search images of the type of city you want to make and take reference. For eg- if you want to build a city with skyscrapers, search for cities like New York or any other skyscrapers city which is mostly in grid pattern.

I agree, but for the 2nd, it was optional to have uber mode. Doing that all in easy mode is okay.

I have build a city like that, very easy:
1. Go to your downtown.
2. Remove some buildings that want to build as highways, if there are area to build, build there.
3. Build a highway.
4. (Optional) build an interchange if there are two highways.
4. Decorate.
5. Finish!
6. Remove herobrine
