So make a city or use existing one and then turn on winter mode, now find water and remove the ice, each tile of ice gives you 50 theons, so if you keep spamming remove you could make a million theons in about 5 minutes.
After that tune off winter mode!

If you have access to the dsa tree cutting machine , place it between roads and plant the dead tree for 666t. As the cutting machine cuts down the tree you earn 2,00kt. Also works with other trees but less money.
