Cannot Comment On Plugins Or Screenshots

I was confused why I can't comment on plugins or screenshots, i can't stop wondering who reported me or who disabled my ability to comment, any help?

Maybe it was a result of Error:timeout.
If there's an error in my plugin during testing, i won't release it.
My Plugins lol!

Or maybe it says "You are not allowed to comment on that plugin."
...again......
If there's an error in my plugin during testing, i won't release it.
