[Fixed] Karlsruhe Palace texture bug

I found a bug while navigating my city.
If you move the camera in such a way to have the Karlsruhe Palace in the top left corner of the screen, the texture will become a watery steamy gif texture.

It has been fixed since. I tried to make it do it, but it won't.
