Hospitals and police stations are useless. I have played the game for a while now and not once have I ran into a situation where I needed them.

Hospitals keep the residents healthy and less likely to move out.

If your city gets really big with bad traffic problems, such as traffic jams that are not moving, you can send the police to clear the jam. It will temporarily also reduce the amount of traffic

Perhaps a good addition to the game would be crime, maybe in the areas not covered by police stations - that would give them more purpose.

interesting idea. If somewehere is no Police the houses get expire and gang Control the quarter.

That's a pretty sweet idea, actually. If there's not enough police coverage, gangs could take over and ruin buildings, roads, etc., causing people to move out and for lots of money to be spent on repairs.
