Trashmasterdon't do correctly work

Hi i have enormous problem with all my city, when i have 1000 population, my people deposite trash on my road and is never clean.. I have landfill near of my city but they dont clear my road. Please tell me how can fix the zone of landfill because I can't increase +2000 population.

Waste incinerators are better if you have unlocked them on the map. They don't have to be emptied or swiped clean. Make sure there is a road connection between these things and the areas with garbage on the streets.

Please erase those roads and rebuild, the problem will be solved.
