It looks like a road plugin is not using transparent backgrounds.

Its a plugin from the plugin store ...yellow lane road is the name but i'm not sure ....

trust me,
that road is from the 6 lane road plugin... its the middle road

maybe the creator saved the roads in a .jpeg format. since .jpeg doesn't support transparency like .gif or .png.

No no, the alpha filter was broke. Should be fixed by now for sure.
