Why isn't there any road tunnel plugin?

Seems like a no brainer to me. I'd rather spend the diamonds on plugins.. you know, like how diamonds were originally intended for.

Diamonds were originally made for support developpers . You can found free tunnels in the Paris Métro Plugin by Themax

I also have a city wide free tunnel roads plugin if you build a tunnel administration building in the city for 500 diamonds.

Exactly , even tho it does not act as a road for cars , you can always use it for metro .
