The city file must've been deleted. You can use QuickEdit or any .json writer app you have to alter the json of that city tile. Check this topic viewtopic.php?f=35&t=1863 to know more

If you are not using the latest version of TheoTown, I suggest you get it.

The .city file for that map may be missing or corrupt. In the folder for that region, determine the name for that map. There might be a .backup or .store# which you can replace the .city file withal by renaming it to <the map name>.city.
