So what if I am in a 2x2 city, and I have a landfill that has a pollution range that is so big thatit fills 1/4 of the map?

I agree with you and it can be small area where trash filling for a while.
Trash will transport from trash area to nearest garbage place by special trucks like in Turkey.

I think it's a good idea and helps with pollution

I did something else to prevent pollution , edited highways walls to anti-noise , anti-pollution and even anti-radioactivity walls . So not any problems of pollution anymore .
