Plugin that will allow this:

...Build an interchange by placing one road tile and then clicking it! The headquarters (50 diamonds) will be required for the IB ab road to be placed.

How does it work?

You build the Dept. Of Roads anywhere in the city. It's going to cost 50 diamonds to support Theotown development. It's located in the city hall Public category. Then you build a .. IB ab road section where you want an interchange built. If you want to upgrade an existing highway interchange, or other four lane road setup, place the .. IB ab road tile at the NW corner of the intersection. It's located in my most used roads category. The interchange builder removes all existing roads at the intersection plus 5 more tiles at each corner to build the exit to the ramp, the ramp, and the bridge support for the counterclockwise elevated roundabout, downramp, and reentrance.

It does not work, I put an IB to make the intersection and only the road disappears.

How many Theons does your city have? The roads used in the interchange have a price.
