Computer Learning Building (First plugin!)

Hello, I want to show you my first plugin, and it was actually a plugin request on Discord!
Request by: OrionSh.

This is the PC Learning Building. A place where your Theonians can learn almost anything about computers. It is quite pricey, and takes a lot to maintain it, due to the fact that computers can break.

By the way, it provides high education on a big range. Not sure why I made a huge range.

I also wanted to make some other "first" plugins, but I gave a try on a plugin request. I hope you like it! :bp :teach
