Any RCI built near this building will be happy. Offers police, health, education, transportation, park, management, culture, and more (for some reason, I forgot fire and religion). BUT, requires a rich population of at least 5000 also it is expensive. Also, for some reason, mk.2 is cheaper but requires the population.
I have came up with a newer version of the plugin. Same influence, different look. It looks like nothing. Its just grass, and will match its surroundings(unless placed on sand). No winter graphics.....yet. Good for sandbox because it is REALLY expensive. It also needs roads.
