There should be a politic that in suburban you could forbid high rises.
(or in small town it is not fun)


finnaly hundred people and BAM a skyscraper pops up. :shock:

There is an option to lock a building. It forbids that kind of change. What is more there are II levels for each area so just build level I in suburbs.
