In the USSR, it was really possible to allow the car only party ranks. For example, the car "Zhiguli" cost 6.500 rubles (the average salary of a common man was about 100 rubles)

I made a more crowded city but for some reason it stays blocked at 41k in Free mode. I mean, that "so crowded you can see just gray" city.

Look at this stalinist town with modern skyscrapers because there is no communist shop. Why my population stopped at just 41k Idk but i tried to build more but the population counter remained unchanged.

Um AndreitheTare, the population count stopped because there is a lack of jobs. Maybe you should build commercials or industrial. I hope this will help.
