Plugins are additional content made by players that you can add to TheoTown. They range from simple residential housing to entire transportation ​systems. Most plug-ins are usually under 1mb, so you won't have to worry about using a lot of storage. However, there is a limit for the number of plugin graphics you can have. I think that summarizes it quite nicely. Nowadays that game features a built-in Plugin Store that can be accessed e.g. in the game menu called "Plugins".
