I recommend to make the ground first. After that you can place trees via an own animation that contains only one frame. This way you can place trees where you want without changing the ground graphic. After that, I would help you with people animation.

Yes, you can place animations where you want and animations don't have to be animated. So that's really handy here.

It would be a cool feature to add pedestrian streets or have a code like

You can do that by

However, there's no logic for pedestrians yet and also animations aren't supported for roads.
