How to use train management plugin

I found a plugin that called train management by Ian but I can't use it can anyone help me ?

So basically with that you should be able to control the trains' direction. I used that once but I don't clearly remember how it works, but try clicking the cogwheel

Yes! If you look at the image, on the bottom left there is a cogwheel. Try that
