Have you already unlocked 2 territories on the same map and don't know how to connect them? Just navigate your way to the end of the map and agree to join the nearby map. You will see a piece of the road on the second map: this is a continuation of that road.

I advise against building a monorail. It's pointless, especially if you already have a metro or a train.
