Bug causes TTT residents to stop paying taxes for residential and commercial buildings

Income went to negative thanks to a bug that I encountered more than once espically when building cities with a population over 10 million

As you see in this photo TTT residents suddenly decided to stop paying taxes for residential and commercial buildings, it's frustrating because it happened just as I wanted to expand the city and then with no money

Resulting in ....

Nope once you reach over 10,000,000 population it breaks the game
