Questions about The Moon (DSA)

Right now I'm playing an online region and I launched the Exploration mission through the Launch station, because the moon isn't directly connected to the online city, how does it know to send Helium or the Dyson Sphere and stuff like that? Is it like a universal unlock? I'm wondering because I had launched the Exploration mission twice creating two different moon single cities. Also in the description of the Spaceport upgrades it says Theonia, not my online city.

I don't want to put in a bunch of time into DSA / the Moon and then find out none of it is connected, how do I know if it's connected? If anyone has the answers to these, please let me know, thanks
