Most TheoTown content comes in the form of plugins from plugin creators from passionate players (or people who once were). The Amusement parks I believe are quite old and the game has come quite the way since then. It is possible to get the water to move using animations, but its not how the creators themselves had implemented them at the time. It is unlikely that the dev will create plugins or add them as he works on implementing new features for the most part to make your experience with the game more enjoyable. The plugin community does an amazing job at bringing new graphics to life and if you would like, you can learn and implement the amusement park with moving animations yourself!
