I Need help in Financial Optimization

I have issues on how to optimize my city (Hard Mode), I have 138k to 143k population and education is one I find hard to place time to time for it's radius and the cost is problematic which is fine but maybe I'm doing it wrong, I wish to keep it vanilla for my services, all of my tax rate is 10.0% here is my financial report:
