Plugin "Comments from residents of the city"

I posted an updated version of the mod, it works without a trigger building.
The mod provides an opportunity to see the comments of residents (unfortunately, the prepared text.).
Version 3.11 with the addition of new lines, currently the latest and most recent, it is not known when I will make the fourth one. But you can make your own version, as the code is completely open!
(THE VERSIONS UNDER THE RESPONSE ARE NOT RELEVANT!)
