Bug Report: "Error loading region list: No cake available" on PC (1.12.86p)

Hello,
I'm experiencing a problem when launching TheoTown on PC. The game stays on the "Welcome" screen and then shows this error:
"Error loading region list: No cake available"
Because of this, my region list does not load and I cannot access my regions.
Game version: TheoTown 1.12.86p (11286) (64-bit)
Platform: PC / Windows
Where it happens: Main menu / Welcome screen after startup
Steps to reproduce:
Launch TheoTown.
Wait on the "Welcome" screen.
The error appears: "Error loading region list: No cake available".
Expected behavior:
The region list should load normally, and I should be able to access my regions.
I have already tried:
checking my internet connection and switching networks;
restarting the game, PC and router;
updating the game to the latest version;
verifying game files / reinstalling;
removing plugins;
deleting the cache folder;
checking that my region files still exist.
However, the problem still occurs.
I have attached my log.txt and out.txt files. Could you please help me find out what causes this error and how to fix it?
