Industrial tab: Mine quarry zone

It'll be cool to have minelands officially in the game, it's like the same, placing zones just like industrial zone and farmzone...

But here's another thing, mine zones can't be zoned large. It should be like 4x4 tiles maximum, and zoning mines at coastlines will produce pollution
