I loved the idea, the graphic was very good, but I can not put the orange balloon, help me, please!

Place the green Balloon. Make sure there is a road to it. The orange baloons follow the roads from it to many different things that you will have in your city: solar panels, the white water tower, nuclear plant, gas plant, wind turbine, bus stops, bus depots, rail station.

I don't think the balloons are spawned (or drawn) anymore due to height limits being placed on vehicles when multiple levels of road were introduced.
