some times, it is nessecary to protect your waters from pirates and to save peoples in sea, the coast guard are here, they came to protect you and rescue you when your ship is sinking, part of the service community project. They own several buildings, each got several habilities, they act as police, fire stations and hospital and may be very usefull, but cost a lot of money and need coast guard HQ in order to be built
