Place it at the end of your map, and will look like cars are traveling from outside your cities...

I do not think that it is possible with any plug-ins, yet.

That would literally translate for an entire AI.

Oh, I forgot that Lua support had existed..

Maybe, but it definitely is possible. AI checks where it can begin building, starts building dirt roads and zoning. Adds services if detects they don't exist.

So basically, a Lua AI could build a city. However, some optional factors in city-building such as aesthetics could be the worst possible because what matters is that it must be functional. Correct?
