I tried to make some of them, but I don't have nice drawing skills.

If you're looking for drawing, then either go for Novix Pixel Editor (Search in Google) or go for Pixel Studio, you can find it in Play Store.

I would love if there were plug-ins so you could make alien worlds and cities! Like, Mars terrain, or an ocean planet. And to be able to male the terain be abnormal colors would be cool, so you could make your alien world look however you wanted

Don't we already have something like this? Here's one with Mew_uwu's Parking Lots Decal which you can use with Pounkiller's Parked Car Decos.

Or if you're talking about modular multi-storey parking lot buildings then I dunno.
