Can I connect a residential city to a industrial one?

I would like to build an industrial or commercial only city and then connect it to a residential only city to get rid of pollution close to these residential areas, and for aesthethics.
If I connect these cities, will residential citizens look for work places in these neighboring cities? Assuming roads are connected.

If it's not possible, I assume I could use a large space for farming zones. But they generate less jobs than industrial zones.

You cant use the job opportunity of another region plot soo you have to use only one plot for all of the needs

That would be cool if it could be done, though. Have 4 cities in a region - 1 for Residential, 1 Commercial, 1 Industrial & 1 for Military & etc...

I wonder if a plugin could be made for something like this???
