Neighbors comercial doesn't work in online region

Hello lobby, my ask is why neighbors comercial doesn't work in online region city

I have connected other cities with the system of roads, pipes, ground but does not appear in the city closest to me? is this part of the bug?
whereas in my opinion it is actually good if applied in the online regions because we will be able to earn income from the nearest city.

Maybe if someone wants to do neighbours commercial or change it, send a message to tell the other online map about connecting the power line (pipe) and how much.
