Hi, I'm JCXD. I play the game on a tablet and I can't pass plugins to the game. Someone help me?

Strange. Just to be extra sure you are using an Android device correct?
If so it should simply be in:

Android/data/info.flowersoft.theotown.theotown/files/plugins
