Yes, but issue is if it is on the forum to download, it can easily be taken and archived so.

I would say that would only be true if the bmps are shared in the post outside the zip file and the json code is shared in a code box and they are not being shared for troubleshooting purposes.

Just backup the plugin into your own website
No one can really stop you from taking it and archiving without permission
Sure It might be controversial but you archived a plugin
So your doing what you want to do so if that's the case I'm happy at least

Do not. That's called copyright and you can't just take one's stuff. If you do, you will be banned, and the website, or whatever it is, will be taken down.
