Because in my opinion they should be like policemen for useless comments and spam and then report them. Of course maybe not just every excuse for example should not report a comment that says your plugin sucks. Maybe they should report cases of cyberbullying. Fortunately, this situation is rare.

Open Settings. Usergroups. Select Your Group Unless If Your Group Approved By Leader. Click On Left Point. Then Click Change Default Group. Then Apply.
