Saying that something is 13+ implies that it's deemed safe for children over 13, while that *might* be correct, the real reason is that there are laws preventing the collection of data from children under 13 (in some countries these are different - for example the age of digital consent in the netherlands is 16 years while in France it is 15 years), since Discord doesn't want to (or can't) prevent the collection of data from these children, they actively nuke their accounts as soon as they are informed that they are owned by children, which they are (given the circumstances) required to.
