I prefer Sandbox mode over difficulty gamemodes. It's funner, you get to build what you want, and you don't have a budget...

I prefer the hard gamemode. TheoTown has been leaning heavily into a sandbox-only style in the past few years though. Most new mechanics are arcadish or they are a copy of something we already have. Sometimes they don't even exist like the new cargo trains which do absolutely nothing...
On PC I usually play SimCity 4 and Cities Skylines which provide way more interesting mechanics, but TheoTown is still the best on Android, even though I don't agree with it current design scheme.

I prefer "ALL OF EM!" cause they were both very challenging more like free game mode and the sandbox also. Like if you had Big Residential.
