Commercial Zones, Won't make Commercial Buildings.

I am new to this game, Earlier like, an hour ago. I added a Commerical Zone, It supposed to make Commercial buildings. It worked, But NOW; When i tried adding more Commercial Zones, It won't make commercial buildings. Sometimes there's like 2 or 4 Building, But that's just it. Can anyone help me?

Add more residential and industrial zones also.
