Plugin Stealing Problem

I actually found stolen plugins on the plugin store. They were already on the forum, but mapla (a theotown user) posted them on the plugin store. I don't get it. Why do you have to steal plugins and not ask for the textures to be used. That is like plagiarism, I guess.
