This is my idea;
When you place a road, it should be darker because its a new road, but over the time the road becomes lighter and lighter because of friction from for example cars. This would require a lot of textures, which would increase mb's to download, thats why its a better idea to make a code (if possible) to have like a transparant dark and light overlay to the road which would be ofcourse not even 1mb. The second way is just to code, the road become lighter overtime without needing any textures at all.

The second part is for the solving of the light colored roads, because people wouldn't like to drive on it. So my idea is to have a automatrically road maintance that spawns cars, and when they drive over a road, the road becomes dark again.

Here's my ideas on this:
-Roads have independent funding. You can change how much money you put into maintenance.
-The state of the road should depend on funding, road type, and how much it's travelled on.
-Cars should drive slower on more broken down roads.
-Maybe a new building could spawn trucks that are required to maintain the roads
-Or maybe we could select an area with a zone tool or something and have it repair all of the roads in that area after we pay a fee.

(All of these ideas are just ideas. I know some stuff will take a bit of coding. This is just for future reference.)

I can make a plugin where you would be the road maintenance crew, but it would be a paid plugin as it would be a tremendous amount of work.

That's like disabling other in-game features that add difficulty to the game. It doesn't matter if it's multiplayer or not, it's still an unfair advantage.

It doesn't matter in single player.

Main reason being you are only affecting yourself and nobody else. That's why hackers on single player games I couldnt care less about and hackers on multiplayer are a big problem.

The other features that add difficulty don't have an option to turn them off so why should this one have it?

No.. Sorry.
Reasons:
1. Code, as usual.
2. Textures, too.
3. Then traffic management will become WAY, WAY harder.
4. Spams second by second of "upgrade roads!"
5. Roads become expensive over time. And the buildings and zones, too.
6. Would be awfully unrealistic if roads get unusable in less than a year! (Years passing by in-game is long)
7. I'm too lazy to rebuild damaged roads. Well, maybe no need by destroying+rebuild, but pressing tile by tile to find the "maintenance" is exhausting.
8. Maybe you will say "a single button that will rebuild ALL roads instantly", but it may lag or crash the game.
9. That's EXACTLY why we have monthly prices.

1. Of course there's going to be code. People really need to stop saying stuff like this, it's getting annoying.
2. Not if it's done in the way Josh suggested.
3. It could be easily balanced out. For example, maybe you wouldn't experience this until you reach a certain rank or population.
4. Could easily be fixed.
5. True, but it wouldn't affect other buildings.
6. Balance...
7. I suggested to way above that wouldn't require you to do that...

9. This would probably replace monthly prices for roads. This would just be more in-depth than the current system.
