Meteorite park conversion

When you reach rank 11, you unlock "meteorite park", can someone tell me how to build this? i can't find it in build menu nor do i see an upgrade button when i press on meteorite crater.

This sounds more like a plugin feature, because game does not have upgradable meteors nor upgradeable meteor parks.

It's not a plugin as far as I'm aware, as i have no record of it in my plugins and don't remember downloading it, I've been trying to get it to work for months too. Maybe it's a part of the DSA, but doesn't seem to work any more
